How to know when to use simultaneous average time formula and when to use hierarchical average time formula for the calculation of tavg questions?

Not a fixed rule but if memory access time is given it should be hierarchical and if miss penalty is given or it is stated that all overheads are included then simultaneous access.

by default heirarichal. however, GATE consider both answers.
